Dues & Payments

How much are HOA dues and when are they due?

Annual dues are $2,300 (2026), due no later than January 31st each year. Dues are subject to change — check the resident portal for the most current amount.

Why are dues collected annually instead of quarterly?

Annual billing reduces administrative overhead and is simpler and more predictable for homeowners. Fewer payment cycles mean more board time spent on community improvements rather than collections.

How do I pay my dues or set up auto-pay?

Log into the PAMco resident portal at portal.pamcotx.com to pay online or set up automatic ACH payments. If you need help accessing your account, contact pamco@pamcotx.com.

What happens if I miss the January 31 due date?

Late fees and interest may be applied per the CC&Rs. Unpaid assessments can result in a lien against the property. Contact PAMco as soon as possible if you anticipate difficulty paying — the board prefers to work with residents proactively.

Governance & Board

How many board members are there and how are they elected?

The Board of Directors consists of three members elected by homeowners at the annual meeting. Terms are staggered so continuity is maintained. Any homeowner in good standing is eligible to run.

When does the board meet and can I attend?

The board meets regularly throughout the year, with at least one annual meeting open to all homeowners. Dates are communicated through PAMco. Homeowners are welcome at open sessions — contact pamco@pamcotx.com for the current schedule.

How do I submit an agenda item or question to the board?

Send your question or agenda request to pamco@pamcotx.com at least 10 days before the next scheduled meeting. The board reviews all resident submissions.

How do I run for the board?

Nominations are accepted prior to the annual meeting. Contact PAMco to confirm eligibility requirements and deadlines. Any homeowner in good standing (dues current, no active violations) may run.

Financial Transparency

Can I see the HOA budget?

Yes. The annual operating budget is available to homeowners upon request through the resident portal or by contacting pamco@pamcotx.com.

What are dues used for?

Annual dues fund community operations including: common area landscaping and maintenance, entrance lighting, gate system maintenance, pond and greenbelt upkeep, insurance, property management fees, and contributions to the reserve fund for future capital projects like road resurfacing.

What is the reserve fund and why does it matter?

The reserve fund is money set aside each year to cover major capital expenses — primarily road resurfacing, which is the community's largest recurring cost. Maintaining a healthy reserve means the board can fund major projects without emergency special assessments. WRE targets a reserve balance that keeps us well above a zero-trough through the next full paving cycle in approximately 2046.

What was the 2026 road resurfacing special assessment?

The board approved a special assessment of $5,144.74 per home across all 76 homes (totaling approximately $391,000) to fund the 2026 road resurfacing project. The small remaining gap between the assessment total and final project cost was funded from reserves per board decision. See the Road Resurfacing 2026 page for full details.

Reporting & Communication

How do I report a common area maintenance issue?

Submit through the PAMco resident portal at portal.pamcotx.com or email pamco@pamcotx.com. Include photos and the specific location. PAMco coordinates with the appropriate vendor.

How do I report a neighbor who may be violating community rules?

Use the resident portal at portal.pamcotx.com to submit a concern. Reports are handled confidentially. PAMco initiates the notice process per the CC&Rs — homeowners are given written notice and an opportunity to cure before any fines are assessed.

How do I report a noise complaint?

For immediate noise issues (especially at night), call the Travis County Sheriff's non-emergency line: 512-974-0845. For recurring or pattern issues, submit through the PAMco portal so the board has a documented record.

How do I update my contact information with the HOA?

Log into the resident portal at portal.pamcotx.com and update your profile, or email pamco@pamcotx.com with your updated information. Keeping your email current is important — this is the primary channel for community communications.

I'm not receiving community emails. What do I do?

First check your spam/junk folder for emails from PAMco or westrimestates.org. If they're not there, contact pamco@pamcotx.com to confirm your email address on file and request to be re-added to the distribution list.

Community Connection

How do I connect with my WRE neighbors?

WRE has several ways to stay connected:

Are there community social events?

Yes — WRE organizes community gatherings periodically. Watch the Facebook group for announcements. If you're interested in helping organize events, reach out to PAMco.

Architectural & Property

Do I need approval before making exterior changes to my home?

Yes. Any exterior modification — including paint, roofing, additions, fences, pools, driveways, major landscaping, and outbuildings — requires Architectural Committee approval before work begins. Submit through the PAMco resident portal at portal.pamcotx.com.

How do I submit an architectural request?

Submit through the resident portal at portal.pamcotx.com. Include plans, materials, colors, and a site plan where applicable. See the Architectural Design Guidelines for what the committee looks for — note that document is a working draft and has not been formally adopted.

How long does architectural review take?

Preliminary plans not acted upon within 30 days are deemed approved. Full plans & specifications require affirmative written approval — they are never deemed approved automatically. Plan accordingly and submit early.

Can I install a generator on my property?

Yes, but Architectural Committee approval is required first. Under Texas Property Code §202.019, the HOA cannot prohibit standby generators — but it can and does require reasonable placement and screening. Submit plans through portal.pamcotx.com.

Can I install solar panels?

Yes. Under Texas Property Code §202.010, the HOA cannot prohibit solar energy devices. The committee may regulate placement and appearance within statutory limits. Submit plans for review before installation.

Am I allowed to install artificial turf?

Artificial turf is permitted in the backyard only. It is not permitted in front yards or side yards visible from the street. ACC approval is required.

What are the rules for holiday decorations?

Holiday decorations are welcome. They should be removed within a reasonable time after the holiday — Christmas/holiday lighting must be removed by January 15. Decorations may not damage community property such as mailboxes, light posts, or trees.

Specific Property Projects

Can I build a pool?

In-ground pools are permitted with ACC approval. Above-ground pools over 6 feet in diameter are prohibited. Pools must be fenced with self-closing, self-latching gates. Pools may not be located in front or side yards. Submit plans through the resident portal.

Can I install a basketball hoop or sport court?

Basketball goals and sport courts require ACC approval. Goals may not be sited where they are prominently visible from the street without specific ACC consent. Court lighting and fencing are also subject to ACC review.

What are the fence rules?
  • Front and side (street-visible): wrought iron or approved iron-like material only
  • Rear: masonry or wrought iron/iron-like material
  • Prohibited: chain link, unfinished concrete block, prefabricated fencing
  • Height: 6 ft standard; up to 8 ft permitted around pools
  • Fences forward of the building setback are generally discouraged
  • All fence projects require ACC approval before installation
Can I have a dumpster on my property during a remodel?

Yes — dumpsters are permitted on your private property during remodels. If the dumpster needs to be placed on community property (street or common area), you need written board approval first. Contact pamco@pamcotx.com.

What if drainage from a neighboring property is affecting my lot?

Owners are responsible for ensuring drainage from their lot does not adversely impact adjacent properties beyond pre-development flows. If you are experiencing drainage issues from a neighboring lot, document it with photos and submit a report through the PAMco portal. This may involve both HOA enforcement and direct discussion with your neighbor.

Can I remove trees on my property?

Living trees 10 feet or taller and 6 inches or greater in caliper (cedar excepted) may not be removed without prior written ACC consent. Approval is generally given where removal is necessary for siting a dwelling or improvement. Any tree removed without approval must be replaced with a comparable tree.

Construction & Remodel Standards

What are the construction hours and site rules?
  • Construction activities should be confined to reasonable daytime hours — generally Monday–Friday 7am–7pm and Saturday 8am–5pm; no construction on Sundays without board approval
  • Job sites must be kept clean; debris may not accumulate
  • Contractor vehicles must not block driveways, mailboxes, or emergency access
  • Any damage to community roads, curbs, drainage, landscaping, or mailboxes caused by construction is the property owner's/contractor's responsibility to repair
How long do I have to complete construction?

Under the CC&Rs, no structure may remain unfinished more than 12 months after construction begins. Construction must commence within 2 years of a lot's conveyance. Contact the board if circumstances require an extension.

What are the exterior material requirements?

What is the minimum home size?

Mailboxes & Streetscape

Where do I order a replacement mailbox?

WRE mailboxes are manufactured by Mel Northey Company. Order the Williamsburg model #9023A at melnorthey.com.

Custom colors are available — contact Mel Northey with a RAL color code.

What is the mailbox green paint color?

The mailboxes ship from the manufacturer with a custom powder-coated gloss green finish (Mel Northey code 249/53390 Verde OGF). However, the green WRE uses on the entrance gate and for any on-site touch-up work is a custom Sherwin-Williams color match — not a stock color. Use the formula below to have a gallon mixed at any Sherwin-Williams store.

Note: The Sherwin-Williams match is a low-sheen finish that blends well with weathered mailboxes but will differ slightly from the brand-new powder-coated factory finish.

My mailbox is cracked — is welding a repair option?

Yes. Eric's Mobile Welding has welded WRE cast aluminum mailbox posts before and is familiar with the work. Send him a photo of the crack and ask for a fixed bid — he has enough experience with these to give you a firm number rather than an open-ended hourly estimate. For reference, his 2025 pricing was a $250 service call + $125/hr (estimated 2 hours for a typical post repair). The manufacturer notes: "If your welder can weld regular 6063 aluminum, they will have no problem with our cast aluminum posts — it just requires an aluminum spool to weld."

How do I fix a broken mailbox door latch?

Two parts needed from Amazon:

To install: drill out the 1/8" rivet holding the old latch and replace with a new pop rivet.

Where do I order a replacement light post or street sign post?

The light posts and street sign posts throughout the community are the Belle Chase model #91132 from Mel Northey Company — the same manufacturer as our mailboxes.

Utilities & Services

Is Google Fiber coming to West Rim Estates?

Yes — Google Fiber is being installed across the entire community in summer 2026, and every home is included. See our Google Fiber guide for what you have today, what you're getting, and how to prepare your home.

Who provides water service to WRE?

Water service is provided by Loop 360 Water Supply Corporation. Visit loop360water.com for current contact information and to report issues.

What if I have a water leak?
  • After the meter (your side): This is the homeowner's responsibility — call a licensed plumber. Shut off your water at the meter first if you can safely do so.
  • Before the meter (utility side): Contact Loop 360 Water Supply Corporation at loop360water.com for their current emergency contact information.

For anything life-threatening, call 911 first.

Who handles trash and recycling?

Trash and recycling service is provided community-wide through the HOA's contract with Waste Connections. For questions about pickup days, missed pickups, or cart issues, contact Waste Connections directly at 512-246-2511 or visit wasteconnections.com.

Are there rules about trash and recycling bins?

Trash and recycling containers must be stored out of sight from the street — in the garage, a screened enclosure, or behind the fence line. Bins may be placed at the curb only on collection day and must be returned the same day.

Gate Access & Security

How do I get gate remotes or set up hands-free entry?

Gate remotes and hands-free RFID access are set up directly through PAMco as part of resident onboarding. Log into the resident portal or contact pamco@pamcotx.com to get started.

How do I let a guest or service provider in?

You can meet guests at the gate, or provide your gate remote code to a trusted service provider for temporary use. For recurring service providers (housekeepers, landscapers, pool service), PAMco can discuss options for temporary access credentials — contact pamco@pamcotx.com.

Does WRE have security cameras?

For the community's security, details about camera placement, the license plate recognition system, and security infrastructure are not published on this public page. This information is provided to residents through PAMco's onboarding documentation.

What if the gate is stuck or broken?

Contact PAMco at pamco@pamcotx.com or 512-918-8100. If you're inside the community and need to exit during a gate malfunction, PAMco can walk you through the process.

What do I do if I see a solicitor or suspicious person in the community?

Soliciting is not permitted in WRE. If you see a solicitor or someone acting suspiciously, you can call the Travis County Sheriff's non-emergency line at 512-974-0845 or contact PAMco. Do not confront the individual directly.

Roads & Sidewalks

When are the community roads being repaved?

Our private roads are scheduled for resurfacing the week of July 13, 2026, following the completion of the Google Fiber underground installation. See the Road Resurfacing 2026 guide for the full schedule, what to do with your vehicles, and what to expect each day.

Who owns the WRE roads?

The roads within West Rim Estates are private roads owned by the HOA. They are not maintained by the City of Austin or Travis County. All road maintenance and capital expenses are funded by HOA assessments and reserves.

Who is responsible for the sidewalk in front of my home?

Under CC&R Section 4.07, the sidewalk in front of each home is the individual homeowner's responsibility to construct and maintain at their own expense. If you have questions about your sidewalk obligations, contact pamco@pamcotx.com.

Greenbelt & Wildfire Mitigation

What is the Greenbelt and can I use it?

West Rim Estates includes a 72-acre Greenbelt across three contiguous parcels. It is a shared natural amenity for the community. Please respect posted signage, stay on established areas, and keep pets leashed.

Why is vegetation being cleared in parts of the Greenbelt?

WRE runs an ongoing wildfire mitigation program along the Greenbelt and community perimeter, partially supported by a grant from the Texas A&M Forest Service and guided by Firewise USA principles. Initial clearing can look jarring but the land typically recovers within 6–18 months. The goal is to reduce wildfire risk for homes adjacent to the Greenbelt while maintaining long-term ecological health.

Is WRE a Firewise community?

Yes. West Rim Estates holds an active Firewise USA designation through the Texas A&M Forest Service partnership. This designation supports our wildfire mitigation grant funding and demonstrates the community's commitment to fire-safe practices.

Lawn Care & Common Areas

What does the HOA maintain versus the homeowner?

The HOA maintains community common areas — the entrance, shared landscaping, the Greenbelt, and common grounds. Maintenance of each individual lot, including lawns, plantings, and the sidewalk in front of the home, is the homeowner's responsibility. Keep your property maintained to community standards as described in the CC&Rs.

Are there watering restrictions I should know about?

WRE homeowners are subject to water restrictions set by Loop 360 Water Supply Corporation. Under Texas law, the HOA cannot fine you for a lawn that isn't green during a utility-imposed watering restriction. Check loop360water.com for current restriction status.

Can I do xeriscape or drought-tolerant landscaping?

Yes. Under Texas Property Code §202.007, the HOA cannot prohibit drought-tolerant landscaping, water-conserving turf, rainwater harvesting, or water-efficient irrigation. The ACC may impose reasonable aesthetic and screening standards. ACC approval is still required for significant landscape changes.

Insurance

What does the HOA's insurance cover?

The HOA carries general liability insurance covering common areas and community property. It does not cover individual homeowners' property, personal belongings, or liability inside the home. Each homeowner is responsible for their own homeowners insurance policy.

Should I let my insurer know WRE is a Firewise community?

Yes — and it may help you. WRE's Firewise USA designation and active wildfire mitigation program are increasingly recognized by insurers. Some carriers offer discounts for homes in Firewise communities. It's worth proactively mentioning the designation and the Greenbelt mitigation work when you renew your policy.

Who is responsible if a tree falls on my home or car?

Generally, each property owner is responsible for trees on their lot. If a common-area or Greenbelt tree falls on a private structure, contact PAMco immediately and document with photos. Your homeowner's insurance is your primary protection — contact your carrier first.

Pets, Rentals & Parking

What are the rules for pets?

Pets must be leashed in common areas and owners are expected to clean up after them immediately. Noise — persistent barking or disturbances — is subject to the same community standards as other nuisances. Please be considerate of neighbors.

Can I rent or lease out my home?

Long-term leasing is permitted. Short-term rentals (Airbnb, VRBO, and similar) are prohibited. A minimum lease term of one year is required. Contact pamco@pamcotx.com with any questions before listing your home.

Can I park on the street?

Short-term street parking is fine for guests and deliveries. Long-term overnight street parking is discouraged and may be subject to enforcement. Vehicles must never block driveways, mailboxes, fire hydrants, or emergency access routes.

Can I park a commercial vehicle, RV, boat, or trailer on my property?

Commercial vehicles, RVs, boats, trailers, and similar vehicles may not be parked or stored in driveways, yards, or on community streets in a manner visible from the street or common areas. They must be stored in an enclosed garage or a screened area with ACC approval. Contact pamco@pamcotx.com if you have a specific situation to discuss.

What are the guest parking rules?

Guests may park in your driveway or on the street for short visits. Extended guest vehicles should use your driveway rather than the street. Please be mindful of sight lines and emergency access at all times.

Seasonal & Holiday

What are the rules for holiday lighting and decorations?

Holiday decorations are encouraged. All holiday lighting must be removed by January 15. Decorations should not damage community property — do not wrap or nail into common-area trees, light poles, or entrance structures.

What should I do to prepare my home for severe weather?

Austin's weather can include severe thunderstorms, ice storms, and high winds. Recommendations: keep trees on your property trimmed away from the house and power lines; know where your water shutoff is; have a plan for extended power outages. For community-wide issues during or after severe weather, contact PAMco at pamco@pamcotx.com.

Is there a best time of year for tree trimming in the hill country?

Yes — avoid trimming oaks between February and June, which is the peak risk period for Oak Wilt transmission through fresh cuts. The Texas A&M Forest Service recommends trimming oaks in the dormant season (July–January) and immediately sealing any cuts year-round. WRE's Greenbelt management follows these protocols.

New Residents & Selling Your Home

I just bought a home in WRE. What should I do first?

Welcome! Here's a quick onboarding checklist:

  • Contact PAMco at pamco@pamcotx.com to set up your account in the resident portal
  • Request gate remotes and access credentials — PAMco will provide these as part of onboarding
  • Set up annual HOA dues payment in the resident portal
  • Ask PAMco about the community's private Facebook group and resident text groups
  • Review the CC&Rs and Bylaws to understand community rules
  • Submit any planned exterior changes through the resident portal before starting work
I'm selling my home. What do I need to do?
  • Notify PAMco so they can prepare the resale certificate required for closing
  • Return or transfer gate remotes and access credentials to the new owner
  • Ensure HOA dues and any assessments or special assessments are current before closing
How do I get a resale certificate for closing?

Contact pamco@pamcotx.com to request a resale certificate. Your title company will typically handle this directly with PAMco on your behalf.

Who do I call for a life-threatening emergency?

Always call 911 first for any life-threatening emergency — fire, medical, or a crime in progress.

What if the gate is stuck or broken?
